Executive Board

The Chicago HIDTA Executive Board provides leadership, oversight, and strategic direction for all HIDTA initiatives in the region. The Board ensures that HIDTA resources are used effectively to reduce drug trafficking, violent crime, and overdose risk.

Board Structure

In accordance with national HIDTA Program guidance, the Chicago HIDTA Executive Board is composed of an equal number of federal and state/local representatives. This balanced structure promotes shared decision-making and collaboration across all levels of government.

Executive Board members represent their respective agencies and jurisdictions rather than serving in an individual capacity.

  • This multi-agency composition ensures that Executive Board decisions reflect regional priorities and operational realities across the Chicago HIDTA area of responsibility.

    Board Responsibilities

    The Executive Board is responsible for setting priorities, allocating resources, and providing oversight for all Chicago HIDTA-funded initiatives. Core responsibilities include:

    • Establishing annual strategic and operational priorities.
    • Reviewing and approving initiative proposals and budgets.
    • Monitoring program performance and outcomes.
    • Ensuring compliance with national HIDTA Program guidance and policies.
    • Encouraging information sharing and collaboration among participating agencies.

    Meetings & Governance

    The Executive Board meets regularly to review program status, consider funding and initiative proposals, and address emerging threats. Additional meetings may be convened as needed to respond to significant developments or time-sensitive issues.

    Board actions are documented in meeting minutes and follow national HIDTA governance requirements, including quorum and voting procedures. Subcommittees or working groups may be formed to focus on specific priorities such as intelligence, enforcement, overdose response, or demand reduction.
