HIDTA PROGRAM SUMMARY:
The HIDTA Program, created by Congress with the Anti-Drug Abuse Act of 1998, provides assistance to Federal, state, local and tribal law enforcement agencies in areas determined to be critical drug trafficking regions of the United States. The Chicago HIDTA, established in 1995, assists Federal, state, local and tribal law enforcement agencies by promoting cooperation among participating law enforcement agencies to share information, provide reliable law enforcement intelligence, and facilitate the design of effective enforcement strategies and operations. The Chicago High Intensity Drug Trafficking Area (HIDTA) encompasses Cook, Will, Kendall, Grundy, DuPage, Lake and Kankakee Counties.
POSITION SUMMARY:
The Chicago HIDTA Security Officer & Facility Manager (SOFM) will be supervised by and report to the Chicago HIDTA Executive Director, and in his absence the Chicago HIDTA Deputy Director. The Chicago HIDTA SOFM will be an independent contractor of the Chicago HIDTA and Kendall County, Il., a Fiduciary of the Chicago HIDTA. Continued employment will be dependent upon approval of the C-HIDTA Executive Board and the continued funding of the Program. The initial contract will run for one year from the date of hire. No benefits are provided with this position.
RESPONSIBILITIES:
Contractor will serve as the Chicago HIDTA Security Officer and Facility Manager and will work under the direction of, and report to, the Chicago HIDTA Executive Director or in his absence the Chicago HIDTA Deputy Director.
Contractor duties include, but not limited to the following:
· Serves as the primary point of contact and has responsibility for all matters concerning the physical security of the Chicago HIDTA (C-HIDTA) facilities and personnel/equipment therein
· Becomes familiar with, adheres to, and periodically reviews and updates, as necessary, the C-HIDTA Security Policy
· Plans, organizes, ensures compliance with and executes (with approval C-HIDTA Management) security related functions including mandatory emergency building evacuation drills
· Maintains (activate/deactivate) facilities’ access cards (incl. card/transponder inventory) and access control system, including maintenance of up-to-date electronic database and audit trail record of same – ensuring adherence to the C-HIDTA Security Policy
· Makes recommendations to C-HIDTA Management that enhance safety and security of personnel and assets and/or improve facility management processes
· Ensures continuing proper operation of facilities’ alarm, access control and video monitoring systems
· Monitors personnel access to the C-HIDTA facility, admits authorized visitors, receives deliveries and maintains visitor log system as enumerated in the C-HIDTA Security Policy
· Monitors facilities’ security cameras
· Maintains security and control of C-HIDTA facility keys
· Monitors and ensures required/appropriate/proper safety and security signage/postings in the C-HIDTA building
· Manages operationally sensitive HIDTA assets
· Manages and maintains all ancillary C-HIDTA security activities/systems. To include cardiac resuscitation devices, emergency lighting, seasonal control of timers for outdoor lighting, etc.
· Monitor the C-HIDTA facility environment and safety “systems” for proper operation and maintenance
· Responds to alarms (incl. non-business hours) as enumerated in C-HIDTA’s Security Policy
· Documents facility security violations when observed and notifies appropriate supervisors – makes recommendation(s) for appropriate remedies.
· Maintains effective liaison with C-HIDTA’s landlord’s maintenance personnel to ensure building owner’s compliance with facility maintenance agreements/requirements
· Coordinates major, and conducts minor, maintenance of mechanicals (HVAC, elevator, plumbing, lighting, gates etc.) within the building and parking lots.
· Maintains minor building infrastructure items such as; change light bulbs, replacement of lighting ballasts, minor plumbing issues, maintenance of humidifiers and humidity control supplies, various filter replacements, minor electrical items (switches, outlets, timers, etc.).
· Manages and coordinates maintenance and ancillary expenses of all HIDTA funded leased vehicles
· Performs other tasks as required or assigned which are reasonably within the scope of the duties described above
QUALIFICATIONS:
Minimum Requirements
Ø Must be a citizen of the United States and possess a valid driver’s license.
Ø At least five years of recent law enforcement or criminal justice experience.
Ø A bachelor’s degree in criminal justice, public administration or a similarly related discipline from an accredited college or university, or a combination of law enforcement experience, combined with specific training and education that would likely provide the knowledge, skills and abilities required for the position.
Ø Requires proficiency in Microsoft Office Suite.
Ø Requires ability to communicate clearly, concisely and logically, both orally and in writing.
Ø Requires knowledge of basic building mechanical systems.
Ø Requires ability to establish and maintain satisfactory working relationships with coworkers, other law enforcement personnel, landlord representatives, and vendors.
Ø Requires ability to work flexible hours.
Ø Must be able to pass a background investigation and obtain a federal secret level security clearance.
Preferred Attributes:
Ø Five years of supervisory experience.
Ø Recent professional work experience coordinating projects with multiple contractors.
PROCESS:
